LIB Special Report: There's a booming cannabis/weed business in Lagos and no one is talking about it

As Nigerians sit home today to celebrate the the 2017 May Day, it is important we take a moment to reflect on an issue that's fast becoming a menace in the society. We all know it, we see it but we choose to turn a blind eye to it.

Some 5/10 years ago, It used to be difficult to get access to weed/cannabis let alone smoke it in public places. Back then touts sell it 'codedly' at select places like the then Kuramo beach, Oshodi under bridge, garages and other dark spots.

Those who sell and smoke it do so with fear and a certain level of respect for the law but fast forward to 2017, caution has been thrown to the wind and you find weed/cannabis readily available and publicly smoked with a level of recklessness that's scary.

It's getting really bad that any one can get these drugs that has now evolved from just weed to all sorts of narcotics with different names like 'Weed, SK, Loud, Arizona, Igbeshin, codeine, refnol, shisha' and it's readily available at night clubs, pubs,  joints,  mechanic workshops even cab drivers peddle it and no one is doing anything about it.

Lagos State and indeed Nigeria has a huge decision to make and it needs to happen soon. We need to decide if we want to run a referendum to legalise Cannabis or totally fight it. 

In the course of this report, LIB spoke to users of cannabis who spoke to us anonymously. Most of them eulogised the health benefits of cannabis, how cannabis is causing major breakthrough in medicine one even said, 'bros abeg go read about am, cannabis is good for your body, if you google am you go see am'.
  
Another respondent told us, 'if it's as bad as you claim why is it being legalised in many deleoped countries? abi you get sense pass them?'.


What the Law says:

Created in 1990, the National Drug Law Enforcement Agency (NDLEA) has the job of curtailing the consumption of drugs in Nigeria. And the 2004 NDLEA Act is explicitly clear on the use/sale of drugs with clearly outlined punishments.

Section 11(2) (b) of the act says, 'in respect of offences under paragraphs (c), (f), (g) and (i) thereof, anyone found guilty will be imprisoned for a term not less than fifteen years and not exceeding twenty-five years.

Other releveant sections of the law says;

11. (1) Any person who, without lawful authority (the proof of which shall lie on him) commits any of the following Offences, that is to say
 
(a)    engages in the production, manufacture, extraction, preparation, offering, offering for sale, distribution, sale, delivery on any terms whatsoever, brokerage, dispatch, dispatch in transit, transportation, importation or exportation of any narcotic drug or any psychotropic substance contrary to the provisions of the 1961 Convention and its Protocols, or the 1971 Convention and its Protocols or the United Nations Convention Against illicit Traffic in Narcotic Drugs and Psychotropic Substances 1989;
 
(b)    engages in the cultivation of opium, opium poppy, coca bush or cannabis plant for the purpose of the production of narcotic drugs contrary to the 1961 Convention;
 
(c)    has in his possession or engages or purchases any narcotic drug         or psychotropic substance for the purpose of any of the activities  enumerated in paragraph (a) of this subsection;
(d)    engages in the acquisition, possession or use of property knowing at the time of its acquisition, possession or use that such property was derived from any offence referred to in this section;
 
(e)    engages in the possession of equipment or material or substance listed in the Second Schedule to this Act knowing that such equipment, material or substance are to be used in or for the illicit cultivation, production or manufacture of narcotic drugs or psychotropic substances;
 
(f)     incites or induces any person by any means whatsoever to commit any of the offences referred to in this section;
 
(g)    conspires with, aids, abets, counsels or attempts to commit any of         the offences referred to in this section;


(h)    engages in the manufacture, transportation or distribution of equipment, materials or of any substance listed in the Second Schedule to this Act knowing that such equipment, material or substance are to be used in or for the illicit cultivation, production or manufacture of narcotic drugs or psychotropic substances;

(i)     engages in the management, organisation or financing of any of         the offences under paragraphs (a) to (e) and (h) of this                         subsection;


(j)     engages in the conversion or transfer of property knowing that              such property is derived from any offence under this subsection;


(k)    engages in the concealment or disguise of the true nature, source, location, disposition, movement, rights with respect to or ownership of property knowing that such property is derived from any offence referred to in this section, shall be guilty of an offence under this Act and subject to the provisions of subsection (3) of this section, be liable on conviction to the penalties provided in subsection (2) of this section.
Federation
(2)    The penalties for offences under subsection (1) of this section             shall-

(a)    in respect of an offence under paragraphs (a), (b), (d), (e), (h)             and (j) thereof, be imprisonment for life;


(b)    in respect of offences under paragraphs (c), (f), (g) and (i)                 thereof, be imprisonment for a term not less than fifteen years             and not exceeding twenty-five years.


(3)    The Tribunal before whom an accused is being convicted may in addition to the punishment prescribed in subsection (2) of this section, make an order requiring an offender to undergo measures such as treatment, education, aftercare, rehabilitation or social re-integration.
 
(4)    Notwithstanding subsections (2) and (3) of this section, the Tribunal before whom a minor is being convicted may, in an appropriate case, make an order as the circumstances may determine-
 
(a)    either as an alternative to conviction or punishment; or
 
(b)    for treatment, education, aftercare, rehabilitation, social integration of the offender.


Conclusion:

The truth is, weed is weed, cannabis is cannabis, marijuana is marijuana and they are all dangerous narcotics. No matter how we justify it with it's fast growing medical advantage or the fact that most countries are beginning to legalise it, hard drugs will always remain hard drugs and it'll always be bad for your health in the long run!

Alcohol is bad for your health, cigarette is bad for your health, Sugar is a major killer leading to obesity and all sort, car accidents are a major killer, recently marriages also have been bad for people's health. Yet all these things are legal. Lets stop being hypocritical. If you really care about people and their lives, then simply check the effects of these substances on the human body, record the death rate and compare to cannabis or whatever you want to call it. Cannabis has many health benefits, don't use my word for it, simply do your research. Lets stop being hypocritical, i guess when it is fully legalized like how alcohol and cigarette became legalized, then you would all shut up and look for the next thing to illegality because you want to act like you are saints. Focus on the major problems. Which is Hard narcotics, e.g cocaine, heroine and crack. Even codeine can mess up your kidney. These yes are very dangerous, stop grouping cannabis into this category when cannabis is still struggling to have registered mortality rates. You cancer overdose on cannabis, you can easily stop smoking it without any side effects. You can eat, drink, cook cannabis and above all, cannabis unlike the rest is like wed grown naturally. Dumbest post ever. cannabis is a soft drug. The post stated it medical advantage has been justified and failed to mention why cannabis is dangerous but just "bad for your health in a long run" .Too much of everything is bad . Too much sugar is bad for your health, In 2016, 80,000 people died of alcohol consumption in the US , In 2014,24,00 died of prescribed drugs from the doctor. they are yet record any death relating from smoking cannabis. Nigeria wouldn't have made cannabis illegal if the western world didn't , now the western world are legalising it and ultimately generating revenue from it. we are too lazy to look into it and think why was it was made illegal but we just took the white man word for it. cannabis should be made legal and regulated , you will surprised the number medical solutions that will come out of it.

According to research, Nigeria is the highest consumer of cannabis in Africa.. Fourth highest in the world. We live in a democracy so logically speaking we should have a referendum as to the whether to legalize this so called "hard drug" (medical reasons or not).

However, when you have a NASS that doesn't do any real work at all and all kinds of scandals popping up weekly (latest is the dollar in apartments saga), how do you expect people to cope? If we had a functioning government we would have passed this threshold ages ago. I personally think that legal marijuana is a potential gold mine in this country but hey what do I know!

I do not understand the aim of this write up, it is clear the writer wants to incite fear in the hearts of weed smokers but it should be known that smoking weed and getting high is not an offence, but being in possession of weed is an offence...you see, the government placed weed in a terrible situation, thus you can get high but we don't want to see you with weed.
The preaching is that this Herb (weed) brings peace of mind and body, it brings money to the economy, it brings one closer to nature and God, it brings health to the sick, it has no negative effect whatsoever, it is loved by everybody.
It should be delisted from the list of hard substances and decriminalized, its legalization and regulation should be made by various state legislations/laws and revenues derived therein. It is a win-win situation if carefully looked at. All these regulations against weed was made during the military era, we are in a democracy now and the wish of the people should be respected.

While marijuana is supposedly not addictive (the reason why it was made legal), it is a "gate way" drug.

"Gate way" drug means that once you start smoking marijana, the chances of you trying out other drugs and eventually becoming a hard drug addict triples.

Asides that, mariJuana causes it's smoker to be relaxed..and they lack motivation to do anything. So in a way it can become addictive for people who take it to run away from their problems instead of facing it head on.

Till date, I haven't seen a marijuana smoker that has completely stopped. They all become addicts.

So please don't just smoke anything. Find another positive way to ease your stress that won't cause problems for you in the future.

Look at that ignorant conclusion, the definition of cognitive dissonance. What exactly makes weed, which has been proven not to be physiologically addictive a hard drug? This writer is the type of guy that will drink beer with friends but hold a high ground when it comes to weed as a result of what he has been told from birth. It has been shown to have medicinal properties and yet you dismiss that. On what grounds exactly? The only harm it poses is harm from smoking. It is not the marijuana itself that harms but the smoke, which is why there are safer ways to consume it (edibles).

In case you want to use the law to justify something, remember that cocaine, slavery and segregation were legal and interracial marriages were not. The illegality of weed in America all stemmed from an FBI official who believed that it made white women want to be with black men. Do your research because you sir, are coming off as a complete, arrogant and hard-headed idiot.

I forgot to add, as per ASAPSCIENCE, to die from a marijuana overdose, you need to eat 22kg of it. To die from smoking it, that value increases to 680kg within 15 minutes, which is why NO ONE has ever been documented to die from weed overdose. Meanwhile that weight value is much lower for even legal drugs.

The fact that its health and economic benefits aren't enough to convince this arrogant writer is a testament to the cognitive dissonance (reluctance to accept new information that contradicts with what you already have in mind) and stubbornness of Nigerians. Our close-mindedness is a big reason why our advancement is slow.

I am surprised at the response here.Those in support of Legalization and copying the west should also bear in mind that those places have good health care to tackle the effects that may come from taking such drugs.And like Gentle said,legalizing will lead to people trying other hard drugs.Today in Canada Fentanyl overdose has become a health epidemic for the country and everything is being done by the stakeholders to curb its rise.Hard drugs is hard drugs.Unless it is for medical reasons,there is no advantage for its recreational use.Every state or country that has legalized it has seen an increase in addiction and mental health cases as well as an increase in crime rate that will negate whatever revenue that is gotten from it.Lets do our research well and be properly informed.
